The President of the Federal Supreme Court Minister Luís Roberto Barroso ordered the State of Alagoas to immediately distribute R million to municipalities that make up the Metropolitan Region of Maceió. The amount is equivalent to of the amount blocked in December by the STF of R billion referring to the granting of basic sanitation services in the region.

Barroso also determined that half of the amount related to the release to municipalities be divided equally among all municipalities and the other half be apportioned based on population criteria measured by the Brazilian Institute of Geography and Statistics IBGE. Finally he authorized the State of Alagoas to keep the rest of the funds referring to the remaining blocked until then which is equivalent to R million.
The decision puts an end to an impasse that CG Leads lasted for more than two years with R billion stuck in the account.
The determination responds to the request of the municipalities in a lawsuit filed by the Brazilian Socialist Party PSB. This is an allegation of non-compliance with a fundamental precept about which Barroso states that even after two years of blocking the funds there was still no consensus on the division of resources between the state government and the municipalities of the Metropolitan Region of Maceió.
The president's decision was taken during the forensic recess exceptionally under the terms of article VIII of the Internal Regulations of the STF and in agreement with the rapporteur of the matter minister Cristiano Zanin given the urgent need to resolve the impasse and the imminent start of the financial year in addition to the restrictions that will be imposed on public administrators due to the election year.
According to the decision the following municipalities must be immediately notified to receive the funds: Atalaia Barra de Santo Antônio Barra de São Miguel Coqueiro Seco Maceió Marechal Deodoro Messias Murici Paripueira Pilar Rio Largo Santa Luzia do Norte and Satuba.
The actual income generated by the value that was blocked must be calculated and shared in the same proportion. If the State does not present the actual income an estimate will be made. With information from the STF press office.
